Don't know the Oenothera, but a brief search indicates it ought to be
hardy for you. One description said 'vigorous', which usually means
the plant has plans for world domination. I know Gene Bush is
actually growing Glaucidium whereas what I have are seedlings (hope I
still have them out there...been awfully cold so far this winter),
but you ought to be able to grow it more easily than I as it likes
cool shade and 'cool' ain't something my summers normally understand.
Good, organic, leafy soil, no afternoon sun and protection from
prevailing wind with preference for cool soil ought to do it. Gene
has said it's slow to start. I can testify that seedlings seem to
stand still.
I have read it likes a bit of moisture in spring, but don't think it
has to have consistently damp soil. Probably best if it's in a place
you can irrigate if necessary.
