when a plant says zone 4 what it means is that it is cold hardy in that zone-
I would say that it is cold hardy then from zones 4-8 , lower zones like 9-11
are probable too warm in winter, but of course this is a generalization.
the smaller the number the colder it gets in winter. I live in zone 4 and we
can get temps in -35F every other year or so. (this has been a weird year not
once below 10F bad winter)
some plants are very restrictive in what zone they will grow but not most.
this would of coarse exclude the semi and true tropicals.
