Plant Variety Protection Act


In the 1999 issue of Shepherd's Garden Seeds, the Red Savina Habanero
pepper is listed with the following statement:

"Note:  Red Savina is protected by the Plant Variety Protection Act.  Seed
cannot legally be saved to sell to others.  You must plan to use these
seeds onlyto grow chiles for your own use."

Exactly what is the Plant Variety Protection Act?  How does it differ from
a plant patent?  This is the first time that I've seen reference to this.

Can anyone supply any more information on this?
