Kris -- I pinch all the time! Anytime I see an herbaceous or woody plant
that is getting leggier than I like it to be or seems to be growing a bit
lopsided, I pinch the new growth out of the tips. I do it by instinct,
during the growing season. I don't see any point in pinching back a
dormant plant. After all, when you pinch a plant, you force the plant to
put its "energy" into growing from a different tip, so to speak. So if
there are several "too long" shoots or branches, pinch them all.
By the way, be sure you pinch the newly emerging leaves, NOT the flowers.
