Hello Susan,
    I killed that one some years ago here in the mid-west. Yes, it is a
perennial.. Perhaps short-lived one. It does bloom first year from seed. Native
range is around Baja, CA if that will help any. Comments at end of description
usually state something like "not an easy plant".
    No magic wand from me this morning.... think this one gets around due to being
so different in color from all the other species and hybrids of Delphinium.
