I believe Claire is right.  Last summer I was on a tour of a large public 
garden in Canada.  The lake was surrounded by loosestrife.  I asked one of 
the horticulturalists why they let it grow and his answer was basically that 
they did not have enough staff to eradicate it.    

I have read too that even the modern cultivars of loosestrife that are 
supposed to be sterile are sometimes quite fertile and can in fact pollinate 
the species.
