Yes, I knew all that, but the Codes are published works in and of
themselves. The Codes are the "rules" of Nomenclature. These bodies
don't themselves publish encyclopaedias or compendiums of plants
available to the general public.
BTW, a lot of cultivars aren't officially described or registered with
the ICNCP. The Code for Horticulture isn't quite as exacting as the
Botanical code, but there's still quite a bit of work involved. Some
cultivar names are registered only with the horticultural society for the
particular plant group (roses, lilacs, etc.). Some, of course, are
registered with the national patent offices. Then there are some
cultivar names out there which I'm not sure anyone actually knows where
that name is listed or registered beyond the catalogue of that particular
nursery.
