Sometimes we gardeners are too tidy with these plants.  If you leave them 
alone until after a freeze, you will get seedlings.  The flower must mature 
and dry completely which takes a long time on a Rudbeckia.  Also don't cut 
too many for the house.  The seedlings emerge after it gets hot so you do not 
have flowers the first year from self-sown seedlings.  You have big beautiful 
plants the second year.  I write from a cold zone so the seedlings may arrive 
sooner in the south.  Verena bonariensis is now about for or five inches tall 
here from self sown seeds.  If I purchased a plant it would be close to 
blooming.  They also need heat to germinate.
