dahlia question

I have been growing dahlias for years, some are the large type, some
small;
last year the ones in the pots did much better than the ones in the
ground, so this year they're all in pots, with good potting soil and
compost and manure;
so why haven't they bloomed yet? I don't even see any blossoms
starting.
Last year they were tall and blooming at this time, I think. They're
all getting enough sun too.
I grew them from tubers kept over the winter, under lights until it was
warm enough to put them out, which was at least 2 months ago. There's
lots of leaves and they all look healthy.
Any suggestions?
