coronation gold yarrow & echinacea

I'm still pulling up yarrow seedlings...never seem to go away! They come visit from my neighbors yard.

I have a Echinacea Fatal Attraction - its planted quite close to E. Sunrise. Last year in spite of the drought they were both "normal" Echinacea size. This year, (the "lush" year) the Sunrise is doing really well, but the Fatal Attraction is no more than about 12 inches high, and it even has a bloom on it. Anyone else had trouble with this plant? Have no idea why the tiny size, especially when everything else looks like its on steroids.

Just wondering what people did with their yarrows once they were done blooming. I would like to cut it back but wondered if it would reseed if I left it alone.
