Since I live in Canada I would need a special certificate in order to bring any plant material across the border from US into Canada. I think it just guarantees it to be pest/disease free and not all nurseries have the OK to issue these. I believe it is required in both directions because when the Royal Botanical Gardens have their plant sale they usually have someone on hand who can issue the certificate.
