I found a picture that looks like my flowers.  The flowers are really small but do not know if repotting is going to help.  I think I will put in ground since it seems to want to live here after the past 2 winters.  Thanks for the id from all of you.  Nancy

Looks kind of like Allium cernuum 'Oxy White' (syn. A. oxyphilum).
