Cardinal Flower is lobelia cardinalis. Sorry, can't help you for a Canadian
source unless you order from mail order. Try Bluestone Perennials, they have
great prices, a large selection and the best customer service. If it dies,
they replace it - no questions asked. As for August blooming perennials, how
about red-hot poker (kniphofia uvaria), false sunflower or Helen's flower
(helenium autumnale), coneflowers (rudbeckia fulgida), blanket flower
(gaillardia x grandiflora).
