Hi Glen,
What varieties of rudbeckia do you consider "perennial"?  I haven't had much
luck with them coming back this year.  In fact, the variety I planted which
was marked as a perennial "Marmalade", did not come back at all.  Any
recommendations for another zone 3'er?
