Kate, Since I am a very lazy gardener, I never lift my Tulip bulbs until
they are petered out (about the 3rd year) and need to be thrown away. When I
let my bulbs die down naturally they peter out after 3 years also. I cut the
foliage off close to ground level after 3 weeks or so to make room for new
plants. I doubt there is enough stem left to photosynthesize.
