Pottsey,
         I can't find anything in the literature I have that says Hydrangea
like wet feet.  However, my experience has been that they like "regular"
water to keep the flowers from drying up.  They will last several months if
roots are not allowed to dry out and they don't sun burn.  What type of soil
is your bush planted in?  If it is heavy clay with gutter water draining
into it, you might have a problem.  I think the plant will tell you if it is
"happy" or not.  It might be easier to move the Hydrangea than dig a tunnel
under the sidewalk?
