Transplanting Oriental Lilies

My early lilies have all finished blooming and are beginning to turn brown.
 They have multiplied significantly over the 4 years since I put them in
and I would like to move some of them to other locations.  Is it too soon
or should I wait until it is cooler? Should they have died back completely
or can there be some green left?

Any hints on how to dig them out without injuring the bulbs?
