I've had the same experience.  The difference for me is that the
established plants in the ground are larger plants and have more stems
than the new seedlings.  Oh, and I don't have to screw around with
seed-starting.  ;-)

It's possible that bud development in this species is triggered by day
length -- anyone with a greenhouse growing this plant?
