Why won't my poppies bloom?

I have Flanders poppies and Oriental poppies (Prince of Orange) and the
foliage comes up yearly, but I never get any blooms. Both stands are
three years old. At my old house, they were like weeds! Any ideas as
to why they won't bloom?
