Cheryl, your critter could be either deer or groundhogs; they both eat my 
plants the way you describe. I don't know how you'd tell the difference.

As for dwarf smartweed, the weed we call smartweed here in the Cincinnati 
area is not particularly tall but it's very invasive and hard to get rid of. 
I'd be reluctant to trust it to stay either dwarf or contained.
