I also vote for a Verbascum; would guess a V. phoeniceum of some sort
or maybe V. blattaria.  Could be seed was mislabeled, too...happens. 
Or, since phoeniceum seems biennial in my garden, maybe they are from
seed sown a couple of years ago - first year results in a flat
rosette of leaves that could have gone un-noticed.  Nice specimens!
