Hi Linda,
What about Ligularia? There are lots of different types that vary in
cold hardiness from zone 3a USDA to zone 5b, and they usually reach
about 5' in height. There's a new cultivar out called 'Little Rocket'
that tops off at 24" if you're looking for something a little more
petite.

Another option (which would be marginally hardy for you) is a
Petasites. Petasites japonicus is a possibility, but be warned --
it will spread. It's easy enough to remove the runners, though.
It has large, coarse heart-shaped leaves that remind me of a
Brunnera on steroids, and sends up white flower spikes in the
spring.
