I’d vote for the latter scenario, Bill, as I’ve used wood chips and products from my own chipper as mulch for many years and never had any problems.  I do know that decomposing wood does tie up nitrogen (to be released late), but again, as I use the mulch on TOP of the soil bed, I’ve still not noticed any particular problems.
