Personally, I think your neighbor has some nerve even suggesting that your
flowers are the problem. This has been a terrible spring for allergies and
it's very likely that she just developed an allergy this year. It happens all
the time as we get older.
Legally, I don't think she has the right to even touch anything on your
property without your permission and if you don't want your plants damaged
(no one is ever as careful as we are about our plants) I would tell her to
get herself tested first before bothering you.
