BUGS! Ack

I'm having trouble with bugs in my garden that I can't seem to even find.
They're attacking my dahlias and my roses but I can't find any bug to figure
out what to do. Its leaving little holes in the leaves on the edges and on
the center of the leaves but it doesn't seem to make it up more than 5 inches
from the ground. Any ideas what I might have here and what I can do to get
rid of it? Thanks
