One thing we used when our gardening club planted annuals in half barrels in
the downtown area were plastic peanuts. The kind you get in boxes for
packing. Be sure they are not the kind that melts but the ones which hold up
in water. If you don't know which one, put water on them and it will become
obvious. It worked really well.
