Yellow Perennials/Woodies

You might try the summer-blooming yellow buddlea (actually, it's a
butterscotch yellow). Lots of flowers, light scent, and a height of about
4-5' but can be trimmed to whatever height you wish. The spring-blooming
forsythia is another choice, but a little common. There are yellow
hibiscus, but I can't attest to their hardiness or height in your zone.

The yellow heliopsis is a bushy perennial and grows to about 5'. You may
not want sunflowers, but I like the one that is very double ('Teddy Bear',
I think) like a big powder puff that happens to be about 3' tall with about
12" blooms. There are several roses that might please you, and one that
comes to mind is the 'Graham Thomas' English rose that purportedly grows to
5'. It has an unusual yellow shade that looks good with nearby campanula.
Some sources I have says that it will bloom intermittently throughout the
summer.

Just a few suggestions.
