Barb,
You misunderstood. If you want the poppies to seed,
leave the stems with the seed heads and cut back the
basal leaves. If you don't want seeds, cut the whole
thing back. The plants don't need the foliage to
generate seeds. When they are done blooming, get rid
of all the foliage at the base.
In my garden, the poppies are planted right next to my
Johnson's Blue Geraniums, and the poppy foliage really
crowds the other plant. By getting rid of the poppy
foliage, the Johnson's blue have more room to spread
out and the air can circulate better.
