Good point! I don't do a lot of catalog ordering but I can contribute a
couple of Canadian sources.

If it's classified as a herb and will grow somewhere in Canada, they have
it. I've only ever ordered seeds but I understand that their plants are
very good quality. Their prices are good, and there is no shipping charge
on seeds and no handling charge if your order is over $40 dollars. (Yeah,
that's a lot of seeds but if you can order with a couple of friends you
might meet it.)
The only probem I have with Richters is the timing of their shipping.
Being in zone 3, I like to start seeds indoors and transplant in May. It
doesn't seem to matter when I order, I don't get the seeds until the second
week of April. I think that they assume that everyone is going to direct
sow and time their shipping to that.

Their catalogue is wonderful! Even if you never order, it's worth the $3
just for its entertainment value. Every plant is pictured in full colour.
The downside is that Cruickshank's is rather expensive. But they carry
some unique varieties so if you're looking for something different you may
find it here.
Cruickshank's is very good about shipping at the appropriate time for the
recipient.
