Mixed borders

I am seeking advice, suggestions or favourites as to which shrubs to use in
a mixed border. These plants will form the foundation on which to add an
changing array of perennials. Typical hieght would range from 0.3 to 2.0
meters. My climate has hot dry summers (borders will be irrigated) and cool
wet winters. Frost are rare. The soil pH is typically 7.5 to 8.0
