Margot,  We begin planting bare roots here in February.  They do best
planted when it is still cool and wet so the roots get established before
the tops begin to grow.  I would say the answer to your question is very
climate/temperature dependent.

When can one begin to plant bare root perennials?  I normally do it about
the second week in April in zone 7.  When do other people begin?
