I've germinated other Arum with no particular problem. Treat them
like Arisaema, soak for a couple of days with a few drops of
dishwashing liquid - changing water every day - and sow on top of
normal seed compost, topping with up to 1/2 inch (1.2 cm) grit. Some
seem to be warm germinators and some want a cold stratification
period; don't know which A. concinnatum is. If you put the pots
outside and leave them, should germinate this spring or next spring
for you. I leave these in their seed pots for a full year before
transplanting while dormant.
Definitely perennial plants.
