It appears to all be true but very controversial. It is a popular topic of
discussion on all lists where seed exchanges are operated. There are several
areas where new government regulations are proposed or are now supposed to be
implemented. One of the areas of concern is that very large fines are
proposed for very small infractions. I am sure we will be hearing more.
