Propogating English and French Lavender

Hi!
My garden landscape plan calls for 25 English Lavender and 15 French
Lavender. I have Mother Plants of both. How do I begin to propogate
and when is the best time? Do you know of a web site or digest I could
read to obtain this information?
Also, last year my Japanese Maple died from the top down. From this
list I was told to do nothing and wait. Which I have done. I have new
shoots coming from the sides of the trunk down to the ground but the top
is still just sticks - now sign of growth at all. Should I cut the
whole top off down to the new growth? This tree is at least 15 yrs. of
age and stands 6 ft. tall. If I cut if back it would be 3 ft. Any
suggestions?
