I have all my bulb beds mulched: cocoa hulls, hardwood or pine needles.
I never remove it. Fluff it up occasionally. Or add more as it
deteriorates.
The bulbs love it. It helps to keep the weeds down.
I don't mulch right up to the crowns of hostas though. Hardwood and
cocoa hulls develop a mold underneath that I'm just not sure about.
