Using mulch over my daff beds has not caused any problems with rot in my
yard.
This is not great tulip territory but not because of mulch. Species
tulips do fine, the cultivated bulbs tend to just get smaller - it's all
the clay and no sand.
None of the minor bulbs have shown any signs of rot: scilla, alliums,
iris reticulata.
Having said that, it may be different in other areas. I know you live in
Texas and only certain types of daffodils do well in the southern areas.
And by the way, there is a wonderful article in the current issue of the
American Daffodil Journal by John Van Beck of Florida on growing
daffodils in the South.
I mulch hostas, geraniums, heuchera, and lots of the wild flowers and
have had no problems with rot. I mulch the perennials within about an
inch or two of their crowns.
The only thing I don't mulch is bearded iris. The iris borer doesn't
need any help in my yard!
