Hi, Helen:
It sounds like your mugos might be suffering from desiccation or loss of
moisture. Evergreens, even if dormant, continue to traspire through needles.
The plant can "exhale" too much and not be able to replace the exhaled
moisture. Consider spraying your pines with an anti-desiccant like WiltPruf
or other similar brand.
Another possibility might be "scale." Mugos are susceptible to severe
infestations. If that is the case you may need to spray with a lime-sulfur,
nicotine sulfate with soap or some similar spray. Usually, they don't show
up in numbers until May or later but it is worth checking.
