Cimicifuga and Eupatorium maculatum 'gateway'

After burdening this List ad nauseum (and particularly Gene Bush who
reassured me all through it) with my anxieities about the non-appearance
of these two plants in my new front garden, I feel mildly foolish (but
very pleased) to have a question on the opposite problem.
Both the Cimicifuga and the Joe Pye Weed have returned thick and bushy,
with a large ring of healthy shoots where once there was only one. They
are much too close together. What is the best time to divide them? I
know nothing about their structure but can learn. My two chocolate
eupatorium did not make it through the winter (I think) so I want to
fill in those spots with parts of the others.
Can I do it now?
