I've always been told that Roses are Perennials.  They are not?

I do have other Perennials.  Salvia, Lavendar, eh, is lantana a perrenial?  I'm
assuming it is, it goes dormant and dies back in the winter, then comes to life
again in the spring.  I'm sure I have others...one of these days I'll have to
wander the yard and make a list for you :)
