Marge,
Azatin is expensive because it's active ingredient, Azadirachtin, cannot be synthetically created and must be isolated from all the other components of Neem. It's action is as a growth regulator, preventing molting. You can use pure Neem oil instead and get all the components. Neem (as an oil), smothers insects and eggs, works as an antifeedant, repellent, growth regulator, miticide and fungicide. It's also much, much cheaper than Azatin. I've had good success on whitefly by first spraying with pyrethrin, then following up in 24 hours with Neem oil. (I do this in the evening so that the whitefly are not active and no bees are in the greenhouse.)
