Robin, funny you should ask because I had the same problem. Bought a book
that recommends that you pinch out the main bud on each stem (since it is
the largest). The other buds will then take over, but won't be as heavy.
In the interim, I have supplemented my peony hoops by tying individual
stems to bamboo stakes. It helps.
