I have been purchasing tree peonies from Reath farms which are located in
Vulcan, Michigan for about 15 years.  Their farm is located in the Upper
Peninsula of Michigan, which is about as cold as you can get.  Look them up.
If they can grow it I am sure that you can.  Scott Reath is currently the
president, or just recently past president,  of the American Peony Society so
I am sure that you can find them.
