Always "dead head". It takes a lot of energy for a plant to bloom, when it's
done blooming you want it to build energy for next year, not spend energy
building seeds.
The only plants that I don't totally dead head are those bi-ennials that I
want to re-seed themselves. I always allow at least one lupine of each color
to go to seed, one foxglove, again of each color to set seed and so on.
For plants that are truly perennial, you should always remove the spent
blossums unless you are hybridizing or just trying to get seed to produce more
plants. Even then, don't allow all of the seeds heads to stay on the plant.
Just select a few to allow to produce seeds.
