I've just got back from a weekend in Cornwall and seen your message about Cerinthe. I've been growing this for three or four years now and find that it does self seed a bit, although it's a bit late by the time the seedlings get going if I just rely on that. The seed is very easy to collect - they are quite big and will fall into your hand when ripe. I then sow them in the spring like other annuals and they grow really fast.
 
If you want plants for this year without paying through the nose, try plant stalls at garden openings, or the W I Market. I've seen them quite cheaply there. I'd let you have one, but my seed sowing got all behind this year due to family problems and I've had to cadge off a friend myself!
 
If you're interested in perennials, have you joined the Hardy Plant Society?  If you join the main Society, there is a Southern Counties Group which covers mainly Surrey and has talks in the winter and garden visits in the summer.
