Well, actually, I think that's pretty fast drainage.  If water remains for
hours, then you've got poor drainage...half an hour is fast and ten minutes
is greased lightening:-)  Really don't think you've got a  drainage problem
at all, so it's likely best you opted for compost over sand.

Your plants will love 8 inches of compost!
