Hydrangea that doesn't bloom

Does anyone have ideas for encouraging my PeeGee hydrangea to bloom? It was first planted (as a youngster) in a large container in potting soil, and didn't bloom. Then I transplanted it traumatically (the rootball kind of fell apart) into a corner of my azalea/pine/camellia bed where even after taking out the pines, it gets only half a day of sun. This was 3 years ago and I have yet to see the first bloom. The soil is amended clay, on the acid side. Should I move it to another home?
