Yes, african blue basil is very easy to propagate by seedling. We do use
it to cook in winter when there is no annual basil. Mine lives outside
year-long and is about 18" tall by 2 1/2 ft wide. We used it as part of
our thanksgiving flower arrangement and everyone was delighted with the
gentle aroma it added to the Turkey dinner.
