Jelitto and Schacht in their book Hardy Herbaceous Perennials list a
zone map for Europe:

Most of coastal Ireland is Zone 9 (including Galway). The interior
of Ireland and east coast is zone 8.

A thin strip running along the entire west coast of Britain is zone 9,
the rest of Britain is zone 8 except for a part of Scotland which is
zone 7.

The Mediterranean is mostly zones 9 and 10.  Scandanavia is zones 4 thru
8.
France has zones 7 thru 9.  Germany is 6 and 7.

It's all based on average minimum low temperatures.  The higher the
average low temp, the higher the zone.
