Fuzzy yellow things

I have discovered that one of my asclepias has little fuzzy yellow balls
on the stems/stalks and seed pods. What is this and what do I do about
it.
I would like to collect the seeds once the pods ripen, but am not sure
if I should due to their being covered with whatever this is. If this is
a disease, does it carry through the pod to the seeds. I found out that
this is an annual asclepia (sorry), so that is why I want some of the
seeds.
I have another asclepia right beside this one and it does not have these
fuzzy yellow balls on it - just the one plant.
