David, that is so kind.  I have no idea what is legal.  Gene is probably
knowledgeable, perhaps he will respond.    
I don't know the details, but I get seed from the RHS seed exchange some years. Their order form explicitly states that seeds of woody plants cannot be shipped to the US.  Now, is clematis a woody plant?  I've always passed on their clematis seed because I'm not sure.
